From what you´ve described .... I´d say it´s a simple FSX CFG file misconfiguration error that´s causing your problems, but, since I´m not FSX .... I´m "possibly" going to need to leave you in Dan´s good hands with regard to this particular query.
ANYWAY .... as far as I can assist here .... and which might help solve your problem ....
The NORTHEAST BOLIVIAN AIRLINES aircraft is (basically) an L1011 50 .... therefore it should, really, be used with the L1011-50 Aircraft Base Pack.
I didn´t package this particular texture, but, I´ve just checked its ADD TO AIRCRAFT data .... and discovered it currently appears to be set up as an L1011-1 .... rather than an L1011-50.
To be used .... "SUCCESSFULLY" .... with the intended L1011-50 Aircraft Base Pack (i.e. for it to appear within FS as an "L1011 50" .... in the "L1011-50" section of the MSFS Aircraft Selection Menu) its ADD TO AIRCRAFT data should be edited to read as follows (as is currently configured, it´s going to appear under the L1011-1 section) .... as stated in bold type ....

If adding this particular texture to an existing chain of textures within the same Aircraft Base Pack .... then ensure your FLTSIM.XX data entries are each edited to appear in strict numerical order/sequence .... as follows ....

[fltsim.2] etc"THIS" could be the reason why your texture isn´t displaying .... OR .... "IF" the ADD TO AIRCRAFT data isn´t edited, as sugggested above, then your L1011-50 texture may, if fact, be displaying, but, not within the "L1011-50" section of the MSFS Aircraft Selection Menu where you´re expcting to find it. It may, currently .... with unedited ADD TO AIRCRAFT data .... be appearing within the L1011-1 section.
In regard to a panel "no show" .... again .... I hazard a guess by suggesting the PANEL ALIAS data in your PANEL.CFG may contain an error in respect of the actual panel file name (usually the most common cause of a "no show") .... OR .... it could be that your panel isn´t otherwise correctly set up/installed according to FSX protocols. FSX is a bit more sensitive in respect of these protocols .... SO .... please check all of these details. You should still install all of the panel gauge files inside the FSX
"GAUGES" folder .... and .... all panel sounds files inside the FSX
"SOUNDS" folder.
You can, also, if you desire, install the panel inside your L1011 Aircraft Base pack file too .... but .... "IF" doing this then make sure the PANEL= data line in your ADD TO AIRCRAFT file is edited to read strictly in accordance with the actual panel file name .... i.e. if the panel folder is named "panel.l1011_std_inst_rr_rb211-22b" .... then the PANEL= data line in your ADD TO AIRCRAFT file should appear named as follows ....
