I see I can turn on the weather radar. It seems to function except I don't see any weather in area of weather like rain or snow. I use FS Real WX Lite (older version of FSReal WX Pro) that downloads real weather data into FS2004. What do I need to make sure is happening for radar 'blips to show?

You shouldn't need to do anything .... so long as the scanner is actually "ON" .... and has been set to "NORM" mode .... and it's range adjusted as required.
As per my supporting promotional imagery (every panel equipped with it .... in monochrome or colour format as applied to both the DC-10 and L-1011 panels .... it "does" paint an accurate picture of the actual meteorological conditions presented in FS.
Maybe you've not adjusted the range of the scanner .... or tilted it accordingly.

I have spawned to KCRW Yeager Charlotte WV where it is raining. I did see the usual green monochrome representing precipitation which filled up the 25 mile range. I saw what looked like black vertical lines. I don't know what those represent. It really is a nice WX radar. I didn't need to set tilt while on the ground.
I updated to the latest version of FSUIPC for fs2004 then it worked.

AH .... that could have been you're problem earlier then.
This WX Radar requires any version of FSUIPC (later than V3.50 I think it is .... but .... the more recent the version then the better) in either default "FREE" or paid fully licensed options.
FSUIPC (again either "FREE" paid fully licensed) is also essential for our DC-10 panels in order for both their fuel transfer and fuel dumping systems to be able to work since these features (along with the WX radar too) can't work without it.
