From what I recall the TU-154 Panel was part of the FSX download. It is a redesign using western instrumentation and auto pilot, however, I will check and let you know.

OK....for the TU-154 I downloaded from flightsim the following or just go on their website and search for TU-154.
ptu_154fsx.zip and tupolev_tu-154_b2. The panels are part of the aircraft for FSX.
For the TU-134 I downloaded several aircraft some were for FS2004 and I did a port over to FSX and then you can download 1tu134.zip which is a Viking Air (fictional) FSX TU-134 and use the panel that comes with it or alternatively use an early 737 panel which worked good for me also.
