Aerofotos advice is very important also from the point of view of respecting the maximal permitted IAS. In the Tu-104 example going down with Mach 0,75 the IAS increases with the air becoming more dense in the descent, so you will not overspeed 600 km/h at 5000 m. In an emergency at Mach 0,85 you will go over redline and only in an emergency you are permitted to do that light touch on the controls obligatory. Similar arguments hold for other jets too. Finally most jet engines need some power to maintain the pressurization of the cabin, so pulling the throttles fully back to avoid overspeed is not possible at high altitudes which can be avoided by starting the descent with lower than cruise speed. The Tu-134 had a strange descent procedure with one engine still operating at cruise setting the other in flight idle down to 6000 m. After that both engines could be reduced to flight idle.
