All my Boeing 707 series panels include a "CAPTAIN vs. FO" selector panel -- if this was hidden it could cause the outside view window to expand to the whole height of the screen, which would cause the horizon to disappear beneath the lower edge of the panel window.
Have you tried pressing SHIFT + 1 (the 1 on the main keyboard, not the right-hand numeric keypad) to see if this fixes the outside view?
