Nothing odd/unusual/strange at all.
Just P&W J57 turbojets .... as powered most KC-135A's, and Q's (A's modified to carry JP7 for the SR-71 BLACKBIRD), and prior to later T and R modification with CFM-56 turbofans .... of those that A's that were modified.

I wonder why they weren't re-engined earlier (with TF33s or even J75s), as the J57-powered KC-135s seem dangerously underpowered to me...

George Fun fact about that: according to Robert Hopkins' book (pretty much the bible of all things related to the C-135), Boeing offered the TF33 early on into the production run, but the additional cost was deemed excessive at the time, given the low cost of jet fuel and delays in delivery and production that had already occurred by then. Of course, it became a lot more expensive to convert them 20 years after the fact!

I "suspect" .... it probably wasn't necessary because some 40X of the "A's" (re-designated for different roles as "T's, Q's" and "R's") were upgraded with CFM-56 turbofans .... better/more powerful (not to mention quieter, cleaner, and more economic too .... not that the latter is of greatest concern to the government/military) than the P&W JTD3 derived TF-33 .... is my "guess" MRC AKL/NZ

Ahhh KC-135's A version which means early engine version which is why I am not used to see that after seeing regular engines in later versions of KC-135s.
Should have noticed A version of KC-135 as I do not see KC-135As often!!!!

You won’t see any original engines As flying, that’s why you haven’t seen them
