Got everything to work, but the NAV1 and NAV2 does not work.meaning the frequencies cannot be changed. The mouse clicks do not turn the knob left or right.
Any ideas would be appreciated.

They most certainly do work !
We/HJG would never release a panel without functional radios !
The NAV1, NAV2, ADF1, ADF2, COMS1, COMS2, and TRASPONDER radios all work fine .... so long as you're using the HJG supplied FDE contained within each of the aircraft base packs we offer here .... and so long as the RADIOS data in each AIRCRAFT.CFG file is not altered in any way.
"IF" you're using any other FDE version from previous, earlier releases, of these files then these fradio frequencies .... or at least some of them .... likely will not work.
You should be mousing toward the extreme left and right of each knob in order to adjust the radio frequencies/settings.
I've just rechecked all of this now and everything is working fine .... for me !

Maybe, just maybe that I installed the wrong panel? Everything else is mouse clickabe (rotation on either the extreme left and right of the knob). I haven't checked it out yet. Maybe this could be the problem.

I've had the same issue with several of my planes, including some of the HJG planes. I have never been able to track down why it happens, however the fix is very easy:
1) always start the flight with the default C172. this should be SOP for all FS operations.
2) Here's the fix: before loading the plane of your choice, make sure the avionics switch on the C172 is ON.
Try this and see if it helps.

Check the aircraft config and look for the radios section:
[Radios] // Radio Type=availiable, standby frequency, has glide slope Audio.1=1 Com.1=1, 0 Com.2=1, 0 Nav.1=1, 0, 1 Nav.2=1, 0, 0 Adf.1=1 Transponder.1=1 Marker.1=1
Make sure the section is set-up like above.

A much more simple solution would be to assign the Avionics to say CTRL-A or SHIFT-A....
Many panels are lacking the Avionics On button and to make a short-cut for this would help you in all conditions. Instead og having to go around a default aircraft first.
I've never seen or understood the need for loading any default aircraft myself, as it is a matter of having the right setting in the aircraft you select.... but for those that are not too familiar with setting them as you desire yourself, it might be a good way to let FS set them for you ... but do be aware that it is just only another way of setting a lot of things in one blow, instead of just setting the two or tree needed settings your self.

Speaking of FS9 .... and earlier versions of FS too .... there's a number of aircraft add-on's that do recommend it. It's probably not necessary to do this on most PC's/FS installations, but, it has been recorded that some FS products don't always interface successfully unless a default aircraft/panel is first loaded .... on some FS installations/PC's only.The same may also apply too in repect of changing from one aircraft/panel type to another within the same FS session. This might seem like an incredibly unnecesdsary or boring manner in which to start any FS session .... but .... it does actually work very well. YEP .... that's really why I recommend it (loading a default aircraft first) in each of my engine startup tutorials .... in the sense of my trying to cater for/assist those much lesser experenced users of FS Mark C AKL/NZ
