The fluted noise suppressors look like those of a -420, but there's no ventral fin! Could someone explain?

The very first examples built of both B707-320 & -420 had the short tail fin and lacked the rear fuselage ventral fin of earlier B707 versions, but, these were later retrofitted to these aircraft (and all later B707's) after the BRANIFF -220 accident and to comply with British Certification requirements. A number of short tailed/non ventral finned -320's were delivered to PAN AM, TWA, SABENA, & AIR FRANCE. Short tailed/non ventral finned examples of B707-420 are "exceptionally rare" .... but .... did exist. So far as I'm aware, AIR INDIA was the only airline to operate these rare examples (see the picture links provided below) which applied to only their first 2 or 3 B707-437's delivered. Both later had the tall tail and ventral fin retrofitted.
