Hi RJ, and welcome to the Forum
You back up you current, (rename it to fsx.cfg.bak for instance. When you restart FSX, or FS9 for that sake, a new one will be created for you... you may have to re-enter you personal preferences as you will be presented for a "default" setting....

Hey all, first post, thought this would be a good place to give some insight as to what might be going on.
First off, my system:
Athlon64 X2 6400+ 4 gigs of Patriot Ram Asus M2N32Deluxe SLI Mobo BFGTech 8800GTX 768 megs Windows Vista Ultimate x64 FSX SP2, no Acceleration
The 2 planes I have are the 707-138B and 707-320C. Both with the panels downloaded from here. I have made a connection on my end to the problem. Whenever I use 1280x1024 as my resolution the panel crashes FSX if you load it from the startup screen. If I load another plane all the way into my desired airport, then load the 707 from menu bar, then the 707 will work. I can even end the flight and load the 707 from the startup screen, as long as I don't close FSX all the way out.
Now, when I change the resolution from 1280x1024 to 1024x768 the 707 loads fine from the startup screen. I think when people reset their FSX.cfg file it resets the sim to the default 1024x768 which appears to be fixing the problem. I hope this gives you a new angle to look at.
