I thahk you Mark for the two sites you recommended, thay have helped me solve the cfg file problem.
And thanks to all who helped. This has been my first venture in the Forum, and I am impressed at the competent useful and fast help and advice received.

To all, and as a summary, :
Definitely the probelm lies in the user account control (or UAC for computer experts). The only thing to do is to go to Control Panel - User accounts and family protection - User accounts - and in the window "Make changes in the user accounts", click on Enable or Desable user accounts contol.
I have been able to install old textures, and edit the Aircraft cfg file, and the textures are listed when I run FS.
Very simple when you know how to do it.

Just tonight I was unable to add some add'l textures to my HJG DC-9-30 and DC-9-50. I run Vista, and have always edited my aircraft.cfg files on another older laptop with XP. But with the DC-9's tonight, and the DC-8-63 a while back, I had to create an entirely new aircraft in my FS9 aircraft directory to get the new textures to show up...by copying everything over into the new folder...panel, model,sound, etc.
I'm baffled as to why I couldn't just add the new texture and edit the aircraft cfg, since I've added other new textures to other non-HJG aircraft in the past, including a new texture for the SGA 717 just today! So, in the end I was able to get my newly downloaded HJG DC-9 textures to show up, but had to do create a new aircraft to do it...any ideas?? Thanks!

"JONM" .... are you saying you couldn't edit your CFG file with the ADD TO AIRCRAFT data for each texture ? "IF SO" .... then just right click on the CFG file .... then select "PROPERTIES" .... and if the "READ ONLY" attribute appears checked, then, "uncheck" it immediately and then ssave that edit. I've heard that Windows VISTA does some strange things, but, it's been around long enough now .... I think .... for most folk to be aware of any such issues/tendancies. For our part at least .... there are no problems .... and .... nothing has changed in respect of any of these files of ours .... that I'm aware of .... so .... you shouldn't then be experiencing any issues at all ! Thanks for the reply. Actually, I DID edit the aircraft CFG file...without problem. The thing I can't understand is that the new texture(s) (add to aircraft) info WAS there in teh revised CFG file, and I checked to make sure everything was exactly correct...but still, the new textures did not show up in FS9 for the DC-9-30 or the new one installed for the DC-9-50. I worked around it by creating two entirely new aircraft folders, one for the new 30 texture and another for the new 50 texture...and also copied over all the other required folders from the existing HJG DC-9-30 and 50 folders.
P.S. I absolutely love these new DC-9 panels...excellent! I always liked the DC-9, it's great to be able to fly them with such a superb and comprehensive panel.

Mark,
Problem solved...looks to have definitely been a Vista related problem. Once I turned off UAC in Control Panel in Vista, the new CFG files seemed to then "acknowledge" the changes in the Aircraft CFG file.

I use Vista, but I have my Microsoft Flight Simulator installations in C:\FS9\ and C:\FSX\ rather than the default locations, and thus never have UAC-related problems.

The other important step to allow aircraft and textures to display, is to "disable" the "DX10 Prevue" in the FSX Setting section.
