Are the static rotor blades paintable on the 707 aircraft or is it modelled to be silver/grey?

I would "think" they´re modelled to remain silver/grey .... intended to look as near enough to natural metal surfaces.
I´m not aware of any B707´s/720´s/C135´s that ever had painted/coloured blades.

i know but i wanted to paint them black cause i wanted to give a look as if you werent up close, so it blends in better with the fans.

I wouldn´t recommend that .... simply because .... in the interest of authenticity .... it would, then, be presenting things other than actually how they look. Look inside the inlet of any late model B737-200 .... "IF" you can find one .... and you´ll soon see what I mean. The static part of the inlet fan/grill (like on the fanjet powered B707´s/720´s the "actual turning part of the fan is located deeper inside the nacelle cowling .... I mention this only because, in the past, here, some folk have confused the two parts) does not appear anything like black .... and are quite visible .... at least that´s the case with each of the many aircraft I´ve seen/been closely acquainted with. Natural metal is definitelty the best way to go That´s my "ADVICE" Mark C BOG/CO

I never implied you´re a "NOOB" ;D What was commented was stated simply because "A LOT" of folk have, indeed, been under the suggested misaprehension. Given that we don´t know what you do or don´t know it does pay, from our experience at least, to clarify such points beforehand In any case .... As most of "our painters" might endorse .... there´s really no point making something (a static grill in this case) look dark .... simply for the sake of how it might appear in any action photo. Of course it´s likely to look just like that (dark) in any such photo .... given distance, lighting, and any number of other relevent factors too. Mark C BOG/CO

No you cant paint the blades or grill as they have no texture mapping. They are as they are
