Where have you installed all of the "Panel Sounds" components from the panel "GAUGES/CORE FILES" package ?
Have you installed these components at all ?
These components should be installed inside the "SOUND" folder of FS .... that's the "Sound" folder among the various other principle folders which make up any FS directory and not the Sound folder inside your B707 Aircraft Base Pack .... just in case you've, mistakenly, done that.
Not installing these vital "Panel Sounds" components .... or .... installing them inside an incorrect folder is the only thing (I can think of) that would cause these .... flight deck/ground dialog included .... to not function.
In regard to the flight deck/ground crew dialog and ground generator audio/sound ....
These should all become active, at various stages of the engine start up process, and in response to clicking the "CREW CALL" button on the Overhead Panel. Try clicking that button slightly more to the left of its center rather than directly upon it .... and it should work fine .... provided everything's been installed correctly to start with.
"NO" .... that's not right at all .... and, so far as I can recall, I've never heard of such previously !
I assume you've got sound (add-on sound pack or default MSFS related engine, avionics, and environmental audio) in panel view though .... please confirm this.
If you're using the B707 in FSX .... are are using the default MSFS sound/audio assignment included within the Aircraft Base Pack folder then make sure you have edited, and saved, the SOUND.CFG file to read precisely as follows ....
[fltsim] alias=B737_800\sound
By default these SOUND.CFG files are set up to use the default FS2004 B737-400 sound alias .... which, for FSX, needs to be changed to read B737-800 as indicated above.
An error of this nature may explain your lack of sound/audio.
If you're intending to use any one of the AEROMUSICA compiled B707 sound packs offered by HJG .... then you can delete the Sound folder from your B707 Aircraft base Pack and replace it completely with the "SOUND" folder from the downloaded add-on soundpack. All of these soundpack are actually compiled for FS2004. They do work in FSX .... albeit not nearly as good, but, I don't think any degree of FSX incompatibility would result in what you've described.

Yes, it is wrong :-)
Installed the Sounds or modified the Sound.cfg incorrectly ...read the install-guides again ....
